Key Roles and Responsibilities of the Governing Body:
- Setting the Vision and Strategic Direction of the College
- Agreeing the Colleges Aims and Values as described in the Statement of Purpose
- Agreeing Governing Body powers and duties
- College Strategic Development Planning
- Setting Performance management targets for the Principal
- Agreeing Policies/Procedures
- Holding the Principal to account for the colleges educational performance
- Monitoring and evaluation of data/reports
- Assuring themselves of the rigour and validity of the teaching assessment process
- Visiting the college
- Seeking and acting on the views of Parents/Learners to evaluate their satisfaction
- Challenge and support offered through tasks and activities in response to the Principals report which will result in the improvement to the education provision and outcomes
- Ensuring financial resources are well spent
- Budget setting (demonstrating spending choices made in line with college priorities)
- Strategic and Reflective budget planning for spending
- Any exploration of “best value”
- Ensuring Statutory duties are met and priorities approved
- Ensuring the college website is up-to-date and complies with regulations
- Ensuring agenda’s/work programmes annual cycle of timely discussion, review and approval of key compliance requirements (e.g. Learner Protection Policy and Single Central Record)
- Ensuring safeguarding responsibilities are met
- Monitoring the delivery of the curriculum offer and the effectiveness of the Social, Moral and Cultural mix
- Checking that all training is valid, authorised and available as required

As Proprietors, Phoenix holds overall responsibility for ensuring that Oakwood is properly resourced, well governed and fully compliant with all statutory and regulatory requirements for specialist post 16 provision.
Phoenix is responsible for the employment of all team members, ensuring that the College is appropriately and safely resourced. This includes the recruitment and deployment of teaching teams, support teams, administrators, therapists and operational personnel, enabling Oakwood to deliver high quality provision across all campuses.
Phoenix also acts as the owner of the College’s property and grounds, ensuring that all buildings are suitably maintained, insured and compliant with the relevant regulations for specialist education settings. This includes meeting health and safety requirements, fire safety standards, and all statutory duties relating to the safe operation of college premises.
The Proprietor has overarching responsibility for the welfare of all learners, ensuring that safeguarding arrangements are robust, compliant and effectively implemented. This includes ensuring adherence to safer recruitment practices, reporting duties, and statutory expectations for safeguarding, including participation in complex strategy meetings where required.
Phoenix is responsible for setting the College’s admissions policy and for seeking approval from the Department for Education for any material change to this policy or to the College’s registration. The Proprietor also reviews any permanent exclusions and oversees the appeals process, ensuring that all decisions are fair, lawful and free from discrimination in line with statutory guidance.
